In the late 1980s the US Environmental Protection
Agency (US EPA) established theOffice of
Underground Storage Tanks (OUST) to enforce fed-
eral laws on environmental contamination from
petroleum products. Underground Storage Tank
(UST) systems installed beforeDecember 22, 1988
had no protection against spills or overfills, and
were likely to corrode and leak. OUSTmandated
that by December 22, 1998, all UST systems were to
be prevented from contaminating nearby groundwa-
ter and soil. Existing systems were to be protected
from spills, overfills, and corrosion, or replaced
with new systems incorporating such protection.
Many of theunprotectedUST systems havebeenprop-
erly treated, but theneed formonitoringUST systems
persists. OUSThas been actively enforcing federal UST
regulations.
OUSThas recommended specificEPAmethods forUST
applications. Amajority of the states still use these
methods, butmany states havedevelopedmethods of
their own forUST analysis.
Tohelp laboratories complywith anduse the appropri-
ate analytical procedures, Restekhas been active in fol-
lowingEPA and state guidance. Basedonour knowl-
edge and experiencewith thesemethods, our chemists
